Lifeline is available to eligible low-income subscribers where they reside , who qualify for the program and adhere to the program rules. The benefit may be applied on either a wireline or a wireless service, but may not be applied to both at the same time. 


To participate, subscribers must meet one of the requirements listed below:


Qualify Based on Income
Qualify Through Assistance Programs
Qualify Through a Dependant

Applicants, with income that is at or below 135% of the Federal Poverty Guidelines, are eligible to apply. The guideline is based on your household size and state. Proof of income is required.

Applicants who participate in an eligible Government Federal Assistance Program, including Tribal Programs are eligible to apply. Proof of participation is required.

Applicants can apply for Lifeline, if their child or dependent participates in any of the federal or tribal assitance programs.


Torch Wireless Lifeline service is currently available in Wisconsin.
